Compliance Plans

Each community college shall file an annual compliance plan that outlines their goals for contracting with certified businesses owned by minorities, women, and persons with disabilities, the manner in which the community college intends to reach these goals, and a timetable. The BEP Council shall review and approve each plan and may reject any plan that does not comply with the BEP Act or any rules or regulations promulgated pursuant to this Act.

Community Colleges must submit a completed report to BEP Compliance at cei.bep.compliance@illinois.gov and to the Illinois Community College Board (ICCB) iccb.finance@illinois.gov.

Annual Expenditure Reports

Each purchasing entity subject to the BEP Act must file an annual expenditure and service category report with the Commission on Equity and Inclusion. Each entity's report will provide the number of contracts with BEP-certified firms, BEP expenditures, and diverse service firm category usage during the previous fiscal year.

Every private institution of higher education approved by the Illinois Student Assistance Commission for purposes of the Monetary Award Program shall submit a report on its voluntary supplier diversity program.
