Public Universities

Each public institution of higher education under the jurisdiction of the BEP Act shall file an annual compliance plan that outlines the goals of the public institution of higher education for contracting with certified businesses owned by minorities, women, and persons with disabilities, the manner in which the public institution of higher education intends to reach these goals and a timetable. The BEP Council shall review and approve each plan and may reject any plan that does not comply with the BEP Act or any rules or regulations promulgated pursuant to this Act.

Each purchasing entity subject to the BEP Act must file an annual expenditure and service category report with the Commission on Equity and Inclusion. Each entity's report will provide the number of contracts with BEP-certified firms, BEP expenditures, and diverse service firm category usage during the previous fiscal year.

By November 1, each chief procurement officer shall report to the Commission on Equity and Inclusion procurement and contract information regarding veteran-owned small businesses and service-disabled veteran-owned small businesses for the preceding fiscal year. By March 1, the Commission on Equity and Inclusion shall compile and report that information to the General Assembly.
